University of Benin and the Nigerian Institute of Management holds Developing Professionalism in the University System

University of Benin in conjunction with the Nigerian institute of management (chartered) Uniben unit organizes a one day training /workshop for staff on Wednesday. 7th June ,2017 at the Akin Deko Auditorium , university of Benin which was  Tagged “developing staff professionalism in the university System”

Present at the event were the principal officers of the university lead by the Vice chancellor Prof. F.F.O              Orumwense,FNSE, DVC Academic,DVC Administration Deans,director and staff of the great university

First lecture was given by Ven.D.O Egbenusi who talked on the moral decadence VS productivity in public service . He said moral talk about right and wrong behavior , it has to do with universal group, it can not go out of fashion it consist of principal.

The second  lecture was delivered by Dr. A.O Ogunruku , formal registrar ,( obafemi Awolowo university , ile-ife)  on work ethics and attitudinal change in the nigeria public service


He said culture is the Cumulating deposit of knowledge ,experience, belief,value,attitudes, meaning, hierarchies,religion,notion of time,role,spatial relation,concept of the universe, and marerial object and possession acquired by a group in the course of generation through social striving

Work Ethics

Work ethics is a set of value based on moral virtues of diligence, hard work and integrity. It includes not only how one feel about their job career or vocatidoes his/her job or attend to its responsibilities. This involves attitude, behavior, respect,communication and interaction as well how one gets along with others in the workplace.


Values, according to the Cambridge advance learners dictionary , is the belief people have about what is right or wrong and what is important in life, which controls their lives


  • Federal Government agencies have been set up to oversee behavours of workers in the public service of the nation or investigate and punish through the law courts, erring officials. E.g. - Code of Conduct Bureau, SERVICOM, ICPC and EFCC

  • Where there is a disconnect between an organization's values and that of the individual members of the organization, the operations are negatively affected and the reputation of the organization suffers greatly.

  • Issues of ethics and values in University governance is of essence in a world of global competitiveness where probity and accountability is germane.

                    Management of the affairs of a university and the judicious utilization of its resources, man, money and materials, for the attainment of stipulated objectives of knowledge generation through research, knowledge impactation through teaching, knowledge dissemination and knowledge utilization through community service and engagement

He discussed the concept of university culture, it is important to first examine the laws and statues.  

University should be adaptable to change. Rigid adherence to various principles and procedures is sure to produce second rate products. Society is itself dynamic just as change is factual to life. It is in furtherance of the ideal of ensuring adaptability to changes in the system

The third lecture was on “ Staff Discipline Parameter for Enforcement in the University System “ taken by bv Dr,Omojola Awosusi ( formal Registrar , ekiti State University)  who defined  discipline as practice of training people to obey rules or a code of behavour,  using punishment to correct disobedience or Procedure that corrects or punishes misconduct

He said teaching will be impossible without t the  Purpose of Discipline,this is to enable the University achieve its organizational objectives of :




It is the responsibility of the administrators and managers to guide the Authorities of the University in a manner that will make institution’s decisions follow due process and exude Pragmatism and Sagacity  

The forth  lecture on “work ethics and attitudinal change in the nigerian public service”
By Prof. Barnabas Aigbojie AGBONIFOH. He defines Work ethic has been defined as  a belief in the moral benefit and importance of work and its inherent ability to strengthen character

Characteristics of Good Work Ethics

  • Honesty.

  • Integrity

  • Responsibility

  • Optimism

  • Self-motivation

  • Team spirit &

  • Commitment.

He said  our work ethics  are important because they inform:

  • Your wellbeing as a person and as a worker;

  • Your attitude to work; and

  • Your career progress.

Attitude to work is a mindset that the individual brings to the workplace; Attitude, they say, is everything. Corruption is also  an aspect of poor attitude to work. ) Nigeria is where it is today because of poor attitude to work on the part of our rulers and workers. Nigeria cannot make it unless we (Nigerians) change our attitude to work. The same is true of our organizations.

     In more advanced economies, you cannot make or pick personal calls on duty;

You cannot take office stationery for personal use

Strategies for Changing Poor Attitude to Work

  1. Strategies to change your own attitude that is personal strategies.

  2.   (2) Strategies to change attitudes of your subordinates, that is, departmental or organization- wide strategies.

The last lecture on “financial regulations governing the University of Benin” by Mr. Imagbe, Victor deputy bursar university of Benin, Benin City Nigeria, he said According to history, the University of Benin was founded in 1970. It started as an Institute of Technology and was accorded the status of a full-fledged University by the Nigeria “National Universities Commission” (NUC) on the 1st of July in the 1971. This accordance was done by the governor, in his Budget Speech in April 1972, the then Military Governor of Mid-Western State, Col. S. O. Ogbemudia (who just  passed-away few months ago)formally announced the change of the name of the Institute of Technology from an Institute of Technology to the University of Benin (Uniben). UNIBEN On the 1st of April 1975, the University at the request of the State Government, was taken over by the Federal Government and became a Federal University of the federal republic of Nigeria. The University has continued to grow from strength to strength with huge number of Faculties. As at today the University has the following faculties and departments:

Financial Regulation is a form of regulation or supervision, which subjects financial institutions to certain requirements, restrictions and guidelines, aiming to maintain the integrity of the financial system; Financial management is generally concerned with procurement, allocation and control of financial resources of a concern. Budget he said is a plan of financial resources set aside for carrying out specific activities in a given period of time in a coordinated

Manner. Budgetary control is a control technique employed by organizations in a manner of comparing actual results with budgets.

Finally he said from the foregoing, financial management in the university is a herculean task. For   budget to operate maximally, proper attention must be paid to the income side of the budget. The fact that a budget is approved does not connote availability of funds waiting to be used. We also noted that for budget to succeed there must be budget discipline and control. Budgetary control is instituted through vote book, budget performance report, internal audit control on votes etc.

Work plan should be reviewed and revised at periodic intervals such as monthly, quarterly, or at least six-month intervals by the Budget Monitoring and Implementation Committee
